Re: Agreement on Faculty and Librarian Salaries and Benefits

With the assistance of Mediator Martin Teplitsky QC, the University of Toronto and the University of Toronto Faculty Association have reached a two year agreement (from July 1, 2007 until June 30, 2009) regarding salaries and benefits which has been ratified by both the Business Board of the Governing Council and UTFA Council. The agreement includes a number of new provisions. In addition to salary and benefit improvements, we agreed to establish a number of joint working groups to address issues that require exploration and discussion. These groups will consult with the university community as appropriate and will report within one year.

The Key Provisions of the agreement include the following:

 

 

1.

Salary

3% ATB* effective July 1, 2007 + $585 lump sum salary increase January 1, 2008

3% ATB* effective July 1, 2008 + $605 lump sum salary increase January 1, 2009

* Please note that faculty members and librarians will either receive the 3% ATB OR a specified amount (see list below), whichever is greater. The amounts are:

ALL Faculty and Librarians will receive the lump sum salary increases on January 1st 2008 and January 1st 2009

Per Course Payments

Effective September 1, 2007 $14,000

Librarian III Minimum Salary

Effective July 1, 2007 $68,000

2.

Benefits

a.

Hearing Aid Coverage:

Effective as soon as practicable, for monaural hearing loss up to $500 per individual every three years; for binaural loss up to $1000 every three years

b.

Vision:

Effective as soon as practicable, the existing $250 per individual every two years to be extended to eyeglasses, contact lenses and eye exams

c.

Orthodontics:

Effective July 1, 2008, 50% of orthodontic expenses up to $2500 per individual per lifetime.

d.

Child Care:

Effective January 1, 2008, for children under the age of seven, reimbursement of up to $2000 for child care costs (eligibility of costs as determined by the Income Tax Act). Value of benefit for all faculty and librarians is not to exceed $1 million per annum.

e.

Professional Expense Reimbursement:

Effective July 1, 2007 $1125

Effective July 1, 2008 $1250

3.

Pensions

Augmentation: Augmentation of pensions for existing retirees from 75% to 100% of CPI July 1, 2007 and July 1, 2008

4.

Working Groups

a.

Pension Plan Governance and Funding : This group will focus on governance and on issues related to the plan structure as well as contributions rates

b.

Benefits : Health benefits including employee future benefits, retiree benefits, plan structure and premium structure

c.

Workload and Work Life Balance

d.

Salaries for Professors outside the Tenure Stream and Salary Floors and Maximums

We expect the 2007 ATB will be included in the October payroll and further information on the timetable for implementation of the ATB award will be available shortly.
