As you know, we recently reached a two year agreement regarding salaries and benefits for Faculty and Librarians (PDAD&C #8 2007-08). The purpose of this memorandum is to outline the implementation timeline for the 2007-08 components of the agreement. Business officers will be provided with detailed information regarding the implementation of the ATB increase through AMS. I would ask you to take particular note of the sections in the memo which are italicized, as these require you to take specific actions with regard to the implementation of the agreement.
2007 ATB Increase
There are two components to the award: the across-the-board (ATB) effective July 1, 2007 to be implemented in the October pay run and the flat dollar increase to be implemented on January 1, 2008. The July 1 ATB increase will be applied automatically through HRIS in the October pay run for all faculty members and librarians who had commenced their employment prior to January 1, 2007. Faculty members and librarians will receive either the 3% ATB OR the specified minimum flat dollar amount, whichever is greater, retroactive to July 1, 2007. The table below shows the annualized salary thresholds and the fixed ATB amounts associated with each category:

For faculty members and librarians who have appointments of less than 100%, the minimum flat dollar amounts will be prorated to correspond to the FTE. Faculty members and librarians whose annualized salaries are greater than the specified thresholds will have the 3% ATB increase applied.
Please note that faculty members and librarians who commenced employment on or after January 1, 2007 are NOT normally eligible for the across-the-board (ATB) increase effective July 1, 2007 and therefore that increase will not be automatically implemented. Business officers will receive a list of faculty members and librarians who commenced employment between January 1, 2007 and June 30, 2007 from HR by September 20, 2007. You should review the letter of appointment for each faculty member or librarian on this list to determine whether the individual terms of appointment provide that the individual is entitled to receive the ATB effective July 1, 2007. If this is the case, the business officer will have to manually implement the ATB for these individuals. However, ALL faculty members and librarians who are employed on 31st December 2007 will receive the minimum flat dollar amount increase of $585 to be implemented on January 1, 2008. For those with appointments of less than 100%, the minimum flat dollar amounts will be prorated to correspond to the FTE.
You should ensure that faculty members and librarians receive a letter by October 19, 2007 informing them of the ATB increase allocated and their new annualized salary for 2007-08. You should also include a sentence in this letter advising of the January 1, 2008 increase of $585, and informing them of their new annualized salary as of January 2008.
Per Course / Stipend Payment Rate
The minimum Per Course Stipend rate for courses taught by retired faculty members and faculty members teaching on overload has been increased to $14,000 effective September 1, 2007. Please note that the start date for this provision means that the stipend rate for courses taught in summer 2007 are not affected by the change. Departments will have to review individual stipendiary contracts to ensure that this minimum rate is met. It is also important to ensure that any agreements that you may already have entered into for fall and spring teaching reflect this minimum rate. The Per Course Stipend rate will increase to $14,490 effective September 1, 2008.
Professional Expense Reimbursement Account (PERA)
The Professional Expense Reimbursement amount will increase to $1125 effective July 1, 2007. The additional amount of $125 will be deposited directly into accounts on September 30, 2007. As of July 1, 2008 the PERA will be $1,250 per year.
Librarian III Minimum Salary Rate
Effective July 1, 2007 the minimum salary for Librarian III has been increased to $68,000. Any Librarian III whose annual salary after the July 1, 2007 ATB and PTR awards is below this amount will have to have their July 1 salary raised to this minimum.
Librarian Study Days
Effective July 1, 2007, the annual number of research and study days for librarians has been increased from 8 to 10. The Chief Librarian will be communicating further with regard to the implementation of both these provisions.
The Agreement contains several new or extended provisions with regard to benefit plans. HR will provide further information regarding these benefits shortly, including the new premium rates arising from these improvements.
Hearing Aid Coverage: For monaural hearing loss up to $500 per individual every three years; for binaural loss up to $1000 every three years. This coverage will be added to the Extended Health Care Plan effective November 1, 2007, for claims that occur on or after that date.
Vision: the existing $250 per individual every 24 months for optometrist services under the Extended Health Care Plan will be extended to include coverage for prescription eyewear and contact lenses purchased on or after November 1, 2007.
Orthodontics: Coverage for up to 50% of orthodontic expenses to a maximum of $2500 per individual per lifetime will be added to the dental plan effective July 1, 2008, for claims incurred on or after July 1, 2008.
Effective January 1, 2008, Faculty and librarians will be eligible for reimbursement of up to $2000 for eligible child care costs, for children under the age of seven. Eligible expenses are those eligible under the Income Tax Act, and the total cost of this provision will not exceed $1,000,000 per annum for all faculty and librarians. Should the total claims submitted for any given year exceed this amount, the individual amounts to be reimbursed will be pro-rated accordingly. HR will provide further information regarding implementation of this benefit before January 1, 2008.
